Molotov Cocktails are found during The Patrol in Jackson. After defeating the Clickers in the supermarket, move the shelves and enter the next room to receive Molotov Cocktails from Dina. After that, you can craft them anytime using alcohol and a rag.

How to Use Molotov Cocktails
Against a lot of infected
Since all infected are weak against fire, using Molotov Cocktails is effective. Lure multiple enemies together with empty bottles or bricks and then use the Molotov Cocktails to take them down.

Use on Strong Enemies
Molotov Cocktails are also effective against tough enemies like Shamblers and Bloaters because they continue to inflict damage as long as the enemies are on fire. Additionally, hitting enemies with Molotov Cocktails causes them to stagger for a while, allowing you to follow up with attacks or create distance.
