Chilldrake is a monster that appears after defeating Snowdrake in Snowdin. It will not appear if you are aiming for the Pacifist route and have been progressing accordingly.

Tips for defeating Chilldrake
Move to areas where attacks are not present
Chilldrake launches attacks in an arc-like pattern. Once it initiates an attack, it will continue attacking in the same spot for a certain period of time. Move to areas where attacks are not present to avoid getting hit.
How to Spare Chilldrake
Choose Spare after taking a Neutral Action
To spare Chilldrake, first take actions other than attacking, such as analyzing or using items. After one turn of taking a neutral action, spare the Chilldrake.
