You will need to progress through the main quest and clear Jackdaw's Rest to expand your magic set. Clearing said quest unlocks the talent menu and allows you to allocate talent points.

Increase the Core Talent "Incantation Knowledge"
Once you have unlocked the allocation of talent points, increase the core talent "Incantation Knowledge" to expand the number of magic spells that can be set. With Incantation Knowledge, you can increase it by 2 at level 5 and by 1 at level 16.
What is the Maximum Number of Spells that can be Set?
You can set 16 spells in a 4x4 set.
The magic set consists of a maximum of 4 spells with 4 spells assigned to each set. Therefore, the maximum number of magic spells that can be set is 16 in a 4x4 set. How to Switch Magic Sets
Hold R2 and Tap the Directional Buttons
You will only need to hold R2 and tap directional buttons to switch between magic sets. Take note that you can still use magic while holding R2. However, there are delays in switching. It's recommended to place combination magic in the same set for faster effects.
