Defeat Dugbog

You can obtain a Dugbog Tongue by defeating dugbogs on the world map. Dugbogs mainly inhabit areas with bodies of water. If you encounter a "Dugbog Nest" you can obtain a large quantity of Dugbog tongues all at once. Should you misplace the Dugbog tongue you can simply highlight them with Revelio.

Purchase at J. Pippin's Potions

J. Pippin's Potions offers Dugbog tongues for 100G. You can find the shop in the western part of Southeast Hogsmead. Fast travel using Floo Powder to " Hogsmeade West" to get there faster.
