If you want to change between day and night, the most common method is to press the R3 button on the map screen. When the confirmation window appears, selecting "yes" will make time progress.

If you need to change the time for certain quests, you can select "wait" at the quest location. This requires fewer actions, so it is recommended to first head to the quest location regardless of the specified time when accepting a quest.
