After clearing the main quest, "Flying Class," you can purchase the broom at Sprintwitches Sporting Needs in Hogsmeade. The purchased broomstick can be upgraded by clearing side quests. However, upgrading the broomstick also requires Galleons, so save up money before heading to the shop.
